WHEN GOD FORGIVES

Tell me what you believe the bible teaches on the matter below, please give scriptural references:

Do you believe that when a person repent God forgives them and dwells in them in giving them a new heart, and only that new heart is subject to the law of God. Or do you believe without God indwelling a person could have power to keep God's commandments and in so doing win the acceptance of God so that God then comes to dwell in their heart after because by their own might they proved they could live without sinning.
