FAITH IS NOT BELIEVING
Rom.1:17 (text quoted below) explains that the just and righteous person lives just by the faith in which is the Righteousness of God.
We are saved by the faith of Jesus, which is the revealed truths of the God revealed through the Holy Spirit. Remember the text before in verse 16 tells us the gospel is the power of God unto salvation for therein the Righteousness of God is revealed out of faith into faith, the text is not saying the gospel is the power of God unto salvation for therein the Righteousness of God is revealed out of "believing into believing", for the power unto salvation working in the just is not their believing but the revealed truths of Christ- the faith. 1 John 5:4-5 tells us the faith is what causes us to overcome the world. And it is what gives you the born of God state (See also James 1:18,21 & 1Peter 1:23).
Remember what David said in Psalms 119:11 - thy word have I hid in my heart that I would not sin against thee. That word of truth (called the gospel in Eph.1:13) is the power of God unto salvation.
P.S. "Rom.1:16-17 For I am not ashamed of the gospel of Christ: for it is the power of God unto salvation to every one that believeth; to the Jew first, and also to the Greek.
17 For therein is the righteousness of God revealed from faith to faith: as it is written, The just shall live by faith.

1John 5:4-5

James 1:18,21
